The difference between travel adapters and travel converters:
'Travel adapters' simply allow you to plug in your American device to a foreign plug so that it fits. It does not change the voltage of what you're using. So if you're looking to charge a cell phone or a small device all you need is an adapter.
Cost: they're relatively cheap - under $20.
'Travel converters' actually convert the voltage (up or down) and are designed for electric items that contain "heat" (hair dryers, hair straighteners, curling irons, etc.). However, they're not meant for continuous usage (so after blow drying your hair - turn it off!).
Cost: I've never purchased one of these but I believe they're significantly more expensive than adapters.
