The government will adopt the vaccine passport, a certificate of vaccination, for use with COVID-19 vaccination in Thailand as an official travel document for those already vaccinated against COVID-19 and travelling to other countries.

The Royal Gazette on Tuesday published a copy of the format of the vaccine passport along with an order by the Disease Control Department authorizing a number of disease control officials to issue the vaccine passport.

Only vaccinations using vaccines registered in Thailand or ones certified by the World Health Organization (WHO) will be issued with the vaccine passport, while the signature of an authorized disease control official is required to validate the passport.

Foreign visitors will be allowed entry to Phuket without quarantine from July 1, with nearly a million doses of Covid-19 vaccine ready for local residents before then.

Deputy governor Pichet Panapong said the infectious diseases committee approved the proposal on Wednesday as the province has been without any new Covid-19 cases for 89 days, and there is in urgent need for foreign tourists to stimulate the economy and tourism sector.

He said Phuket health authorities planned to acquire 930,000 doses of Covid-19 vaccine before July 1 for the local population, and foreign visitors' movements would be tracked by phone app.

The Cabinet has agreed to allow flights from India to land in Surat Thani’s Samui Island, Krabi Airport and Chonburi’s U-Tapao Airport in addition to the current set up in Bangkok, Chiang Mai and Phuket.

Deputy government spokesperson Traisulee Traisoranakul said this is in line with an agreement between Thailand and India, adding that the transport ministries on both sides have signed a MoU related to aviation.

The MoU will increase the quota of tourists from India by 6,150 a week based on an estimate of 23,609 arrivals weekly.

Fully reopening thailand on 1 october 2021

Thailand should be fully reopened within this year if vaccination drives in other countries continue easing the pandemic situation.

Centre for COVID-19 Situation Administration (CCSA) assistant spokesperson Apisamai Srirangsan said CCSA will consider readjusting the color-tier labels for provinces on March 19 because only 10 provinces have been reporting infections over the past few weeks.

She said CCSA is considering the possibility of reopening the country on October 1 provided the government is fully prepared, businesses are willing to follow health measures and the public will maintain guard against the virus.

Prime Minister Prayut Chan-o-cha said on Tuesday his government will consider allowing visitors who can produce a vaccination certificate to skip the quarantine and authorities will come up with a plan to track them during their stay in the country.

The plan to ease rules for tourists signal a shift in Thailand’s stance after months of insisting all visitors must stay in quarantine in the absence of enough evidence that inoculations can prevent virus transmission.

If implemented, the move could bolster Thailand’s tourism sector that contributed about one-fifth to the nation’s pre-pandemic economy.

Prime Minister and Defense Minister General Prayut Chan-o-cha has personally received the first lot of 200,000 doses of China’s Sinovac at Suvarnabhumi Airport, as the kingdom readies to kick start its national vaccination campaign.

The vaccine boarded Thailand’s national carrier Thai Airways International’s flight TG675 from Beijing and safely arrived at the cargo bay of the airport this morning.

The receiving ceremony was also attended by Deputy Prime Minister and Public Health Minister Anutin Charnvirakul, Deputy Public Health Minister Sathit Pitutecha, and Yang Xin, Chargé d'Affaires of the Chinese Embassy.

In addition to the Sinovac’s vaccine, Deputy Prime Minister Anutin revealed that another 117,000 doses of AstraZeneca’s vaccine will also arrived today.

According to the Ministry of Public Health, the second batch of 800,000 doses of Sinovac's vaccine will arrive next month, and another batch of one million doses in April.

Tourism and Sports Minister Phiphat Ratchakitprakarn said each foreign visitor will be charged US$10 (300 baht) per visit. The details of the fee collection will be announced in the Royal Gazette once the policy has taken effect.

According to Mr Phiphat, Thailand expects to receive some 10 million visitors this year.

He said the merit of the 300-baht tourism fee is that foreign tourists who fall sick or are injured will be taken care of and given adequate medical care.

The ministry will have to discuss the details with the Finance Ministry and the Office of Insurance Commission.

Of the 300-baht fee, 34 baht is expected to be used for the insurance coverage, Mr Phiphat said.

The fee collection is in line with the revised National Tourism Policy Act, which authorises the ministry to impose a tourism fee for use in developing local destinations and providing insurance coverage to foreign tourists.

Tourism permanent secretary Chote Trachu on Thursday said the fee collection was initially due to begin last year, but it was put on hold due to the COVID-19 pandemic.

He said the National Tourism Policy Committee has assessed the situation and agreed the tourism fee collection should go ahead this year.

Nationwide Covid-19 vaccination will begin in February and target the 5 “red zone” provinces currently under lockdown.

Department of Disease Control (DDC) Director-General Dr. Opas Karnkawinpong said residents of Samut Sakhon, Chonburi, Rayong, Chanthaburi and Trat would be inoculated from February to April.

He said the vaccination timeline had been set after health agencies passed the vaccine as safe and effective, and most people in Thailand would get COVID-19 shots by the end of this year.
